EXAMPLE: The table is looking exactly like in this picture.

STEP 1
Create new user/administrator: Go to start menu, "Control Panel" and "User Accounts".

Click on "Manage another account"...

...and "Create new account".

Type in the name of user and check "Administrator".

Once you've done, click "Create User".
STEP 2
Switch to newly created user and run "Registry Editor": Go to start menu, at "Shutdown" button you can see arrow, click on it and "Switch user".

Select the user you created.
In the newly created user, go to start menu and type in "Regedit", hit "Enter" and click "Yes" to bring the "Registry Editor" up.

STEP 3
Expand the following registrys:
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings"

STEP 4
Export "Internet Settings" to file (.reg): Right click on "Internet Settings" and "Export":

Select the directory (I used "Documents"), type the name and click"Save".

STEP 5
Switch back to original account and remove "Internet Settings" registry key: Go to"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings" again, right click on "Internet Settings" and "Delete" (Because it's a crashed registry).

STEP 6
Import a new registry into"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\":Go to "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\", then "File", "Import" and select a newly created registry key (Which you exported during using the newly created user).

Click "Open". New and fixed registry should be there. RECOMMENDATION: Restart your PC after this, to refresh everything.

* In the easy way
Try this one it works for me:
1. Create another user (admin)
2. Switch to the newly-created user
3. Run regedit
4. Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings
5. Right-click -> export to a public folder or root dir
6. Switch back to your original account
7. Remove(delete) the the above keys
8. Run the exported .reg
* OR another thing to do if the problem still comes up again

This is very common error since the release of Windows 7 and Internet Explorer 8; we thought we had a major virus but this turned out not to be the case. There are some security settings that need to be tweaked inside the Internet Options to allow downloads again.

Problems Opening Files on LAN
You may get the “these files cannot be opened” error when opening files on a network drive.
Control Panel –> Internet Options –> Security Tab

I unchecked them all and it works! The “your internet security settings prevented one or more files from being opened” didn’t block me and I can now open files on network drives.

Problems opening files in Internet Explorer, Firefox & Windows Explorer
Setting these for both the Internet and Intranet settings should take care of the file open problems. The setting I discovered during my troubleshooting is “
Launching applications and unsafe files”. This can be set in two places depending on your network setup.
Change the settings in Internet OptionsThis is an error from Internet Explorer security settings found under your “Tools” –> “Internet Options” –> “Security” tab –> “Local intranet” or “Internet”.

Make sure you can download filesYou may also need to enable
File download to get past the “these files can’t be opened” inside the
Internet Properties.
Change this is Group PolicyIf you operate in a domain you will need to add the settings to a new GPO to remove the “your internet security settings prevented one or more files from being opened” error from all network systems at once. This method worked for me.

Open your Group Policy Management Editor and either create a new IE8 Policy or use an existing one and go to User Configuration –> Policies –> Administrative Templates –> Windows Components –> Internet Explorer –> Internet Control Panel –> Security Page –> Internet Zone –> Launching programs and unsafe files
You should do this for both Internet zone and Intranet zone.
Well, the steps above solved my problem since I first posted this tip. I can’t help on a problem I cannot reproduce so my posting above is all I have to offer.
